The Anmeldung is the registration of your home address with the local registration office (the Bürgeramt — in Munich, a Bürgerbüro, which sits within the Kreisverwaltungsreferat / KVR). The certificate you receive — the Meldebescheinigung — unlocks your tax ID, most bank accounts, and your residence permit.

Requirements
- A place to live (even temporary), and a landlord willing to sign the confirmation.
- A valid passport or ID for everyone registering.
Under § 17 Abs. 1 BMG, the deadline to register is two weeks from moving in (Einzug) — the clock starts when the dwelling is taken up, not when Germany is entered.
Step-by-step
1. Book an appointment
Most cities book online — the usual search is your city plus "Bürgeramt Termin." Slots go quickly, and neighbouring district offices have their own availability.
2. The landlord confirmation
Registration requires a Wohnungsgeberbestätigung — the landlord's written confirmation of the move-in, signed by the landlord or main tenant. Under § 19 BMG the landlord (Wohnungsgeber) must provide it within two weeks of the move.
3. The appointment and certificate
At the appointment, the clerk registers you and prints your Meldebescheinigung on the spot. It is asked for repeatedly afterwards.

Deadlines, penalties, and other registrations
Under § 54 BMG, a missed or late registration can be fined up to €1,000; a Scheinanmeldung (a sham registration — registering at an address without actually living there) can be fined up to €50,000.
Under § 17 Abs. 2 BMG, a separate deregistration (Abmeldung) is required only when leaving Germany (or giving up a dwelling without moving to another German address) — not when moving between two German addresses.
Under § 21 BMG, a person who keeps more than one dwelling in Germany designates one of them as the main residence (Hauptwohnung).
Common mistakes
- Appointment slots are the bottleneck, and booking late is a common cause of delay.
- Copies are sometimes brought where originals are required.
- Only one household member is registered where the whole household must register.
